Some details were revealed by Wirral Council Officers at the Local Area Forum held in West Kirby on 19 February 2008. This would be located between Hoylake and West Kirby - there have been 14 expressions of interest by developers.

At the Area Forum of 24 February 2010, Mr Mortimer of Wirral Council said that council officers are currently preparing the necessary documentation prior to seeking formal expressions of interest from developers through the OJEU (Official Journal of the European Union) procurement process. Council officers have now been saying something similar for 2 years.
At the Area Forum of 28 October 2008, Mr Wilkie of Wirral Council said that a number of feasibility studies have been completed, and that early conclusions are that the project is deliverable. There has been a high degree of interest from developers and the project will go to the European procurement process in 2009.
At the West Wirral Area Forum held in Hoylake on 11 June 2008, Council Officers said that the Council is still looking for expressions of interest from developers.
There was an informal meeting to discuss these plans, well attended by Wirral residents, community and environmental groups, on Wednesday 2nd July 2008 at West Kirby Concourse.
